It's possible, but not without problems. The German civil law code (Bürgerliches Gesetzbuch - BGB - § 1303) states that you SHOULD be 18 to be legally allowed to marry, BUT a family court may outrule that. The minor's parents however may contradict by bringing forth reasons why the couple shouldn't get married. And, practically, even minor reasons count, like in your case: The girl is American, doesn't speak the language properly, is even undecided whether she wants to stay in Germany...
As German judges consider well and long, such a court case may even last two years, so I think you can save a lot of money by just waiting... |

Only with the permission of her parents or a verdict made by family-court. Otherwise you must be over 18 to decide yourself, whatever you want. |

you can marry at the age of 18
with the permission of your parents you can marry at the age of 16(if your partner is 18 or above)
if you are 16 and marry a 30 old men then you are treated like an adult(sign contracts and so on)
one should have adult status
however there can be made exceptions with two not adult persons (16+)but this appears very rarely and needs special checking |
