No. All students have to pay. It just depends who pays the fees... There are exchange services that will pay your fees, but sometimes you have to pay them yourself. From the sommer semester 2007 onwards there will be 500 € additional study fees to the exisiting 250 € semester fees, so studying will be damn expensive.

Hey I did!!! But I believe that they are now introducing fees, but I think it is still far cheaper than the US. I am from Australia. You just need to show that you have a reasonalbe standard of German, and you will be able to get a student visa. It's a wonderful country - if you are considering studying there, by all means do it!! Most universities in Germany are run by the states. They used to be free except for a rather small amount per semester called "Semestergebühren" (some included a semester ticket which offers "free" rides on public transportation in the town / area). Several years ago some states introduced additional fees for long time students, and recently most universities started to charge a fee of up to € 500,- per semester. In some of the northern (schleswig holstein, Bremen) and all eastern states and Rheinland-Pfalz, studying is still for free except the "semestergebĂĽhren" (about 130 to 300 euros each half year, depending on city and university and including the ticket for free public transport) explained above.
