They do more and more since the fines are rising for the pubs who sell to underage

The laws are more and more enforced since the fines to people selling alcohol to minors are getting higher in both bars and pubs and also in supermarkets.
This is caused by the binge drinking culture which has developed in recent years.

Germany is well known to enforce all laws etc.

Well, it really depends on where you go actually. Some supermarkets just don't care. I have seen 16 year old friends walking out the door with 2 bottles of vodka before.
But in bars and discos it's a bit different, here they usually check, because police is more likely to drop by there and they don't want to be responsible for kids drinking themselves into a coma.
Still happens though.

The law enforces every staff in bars, pubs, supermarkets to id-check you if you don't look old enough or are not personally known. Like everywhere, it's not so much a matter of the law, but a matter of how friendly you are. There is a supermarket in my rural area where they make fun of id-carding young tourists who want to carry out crates of beer and some liquor, and they're regularly threatened by youngsters with negative id check with promises like "we'll come back, and then...!!!"

No one ever returned, because the locals showed them better places to go. Where you won't be checked, for instance, or can be introduced by a friend. -- And on occasion, it even happend that a local with id picked up the beer crate.

What I want to say is this: Young people all around the world, unite! If the government don't give you drinks, ask a friend!

@PiPi, makes me laugh right now! I once had a girlfriend who was only 1,57 m tall, and they always, really ALWAYS asked for her ID. One doorkeeper asked so aggressively that she threw her ID card and her drivers license on the table, and I could hardly keep her from slapping his face with her car keys. I feared for my life, as that guy was 1,90 meters tall, or so I guessed.

We had drinks for free then.

If you look like you're under 18 they should ask you, and I've seen them ask people in the supermarket. If you don't have an ID then it might get hard for you to buy it. I was even asked once when I was like 24 already, made me laugh.
