Drink- 16 (beer) 18 for liquor
Smoke- 16 I believe but they have cig. machines at every corner and I have seen children as young as eight years old smoking after school.
Drive- 18 however you have to go through an expensive program to get your licenses.

drink 16 but some clubs older and some bars only ask that you pay for the drink no matter what age.
Smoke (ha) they sell this in vending machines outside the bus stop. If you got 4 euro you got smokes.

Smoke: officially 16, but as mentioned the vending machines can not be controlled, but from 2007 the vending machines will only accept credit cards (they are not that common in Germany among teens). We will see if it helps?
Drive: in some areas 17 (accompained) but normally 18

To buy alcohol (wine and beer) 16 yrs
To buy hard alcohol 18 yrs
To smoke 16 yrs
To buy tobacco 18 yrs
To drive a scooter that goes 50 Kmh or slower 16
To drive a car or bike that exceeds 50 Kmh 18
Drivers license has a probation period. If you are at fault for an accident or get a ticket that has points it's back to drivers school.
DUI can be had on bicycles and up. Also as a pedestrian if you are drunk and impede traffic it can be treated as a DUI for license suspension or revokation.
Exception to drivers license. If you are a depent of a US Government or Military, are 17 or older and got your drivers license before you Sponsor got orders to come to Germany. You may apply and recieve your US Army Europe (USAREUR) drivers license.
