Safe area: almost all of Berlin is safe (well, for a large city anyway), so this shouldn't be a problem
Good price: "good" is relative - you can find a five star hotel for 100 EUR a night; and a hostel for 18 EUR. It really depends what you're looking for, and whether you're going in the high season or off season
Good location: concentrate in the following districts - Mitte, Prenzlauer Berg, Charlottenburg, Wilmersdorf, Schoeneberg
