I call Germany daily and i dial 10-10-987 and then 011-49- and then whatever the city and phone number of the person you want to reach.
It's 4 cents/ min and 53 cents to connect. If I talk for an hour it's really not much at all....

Check out peterzahlt.de, you can use it to call or free. There are some restrictions (no call for more than 30 minutes), but other than that, it works great.

In general, 011 + 49 + city code + remaining numbers is the way to dial.

You can buy calling cards online which will allow you to use the cell phones or land lines in US to call germany. I recently bought a card from union tele card(http://www.uniontelecard.com/). I have used them before and they are pretty good. Look for zero maintenance fee and without connection fee cards(I bought super mega clean and stable or something like that)
You can also enroll in international calling service from AT&T etc. but that they may be costlier than the calling cards( approx. 5c/min). You can also try out www.justvoip.com, if you would like to use internet telephony.
