okay well i'll start here, he's has no parents and lives on the street. we're in love and i want him to move here, he's 15 and a half is there anyway he could get a green card? how would he get it? what about expense's? would it be hard since he isn't of 'legal adult age' to get a passoport to move here? or are the laws different in germany than in here?
and if i were to move there, i'm 14 and i have a passport and everything would i have to have parental permission to go there for vacation? what about to live? how could i, get a green card?

Ok. I'll place the obvious are you kidding on top to get through
with it...

At 15 he's not allowed to travel alone as are you. Parental compliance
is not sufficient. You need a host that's at least 18. So does he or
both your travels will end at the airport. A tourist visa permits you
to stay in the country for 90 days for both countries. He can't apply
for a green card in the U.S. Same for you in Germany. Since he has
no parents and apparently also no one responsible it's pretty much impossible for him to enter the U.S. For you to get to Germany you
need an adult host in Germany and your parents compliance to stay
with that person...for said 90 days at most.

This 15 year old should finish school and an get a vocation. That is the minimum and should be 18 years of age. He will most likely have to do about one year of civilian or military time.

You on the other hand should learn German. Finish school and for all practical purposes get a useful degree. Germans do not transfer over many to none of the vocational training from USA.

You are under 18 years of age. Forget it . . .

It is very difficult to make a living here especially if you are not qualified in some field. You and he will be stuck on welfare. Not good for you and definitely not good for him.

Under 18 years of age and wanting to get a green card in the USA Hmmmm. He should complete a vocational training in a field needed in the USA. He could then apply to work at in a state seeking professionals in his field. "Qualified" vocationally trained germans are getting jobs with green cards in the USA.

15 years of age . . . the guy should be not be on the street. He should be in foster care. He probably skipped out from the institution or a foster family. He is a loose gun running around on the street illegally. In 3 years, he will be a lost case in the social system here. You don't want him to go where you are. The german social system is a system that really tries to work with kids.

Not trying to be rude of course, but what do you really know about this guy? I can only assume you met over the Internet, since you live in America and he lives in Germany and you don't actually mention how you know him. If someone is really living on the streets, do you think they have access to the Internet? Do you know this boy is really living in Germany? Do you know he is really 15? I know this doesn't answer your question, but I just want to point this out to you. He may or may not be who he says he is. Please be careful. I've met two guys over the Internet - the first one was way different than I thought he was going to be like, in a bad way! (The second one great.) So, from personal experience, I just want to warn you to be careful - don't give out personal information to this guy until you know who he says he is for sure and don't visit him in Germany alone. Better safe than sorry.

the only way is to go through a charity or religious organisation and try to find a sponsor this way

yes you need your parents to cosign a trip to germany also you will not able to live there because you are way under age forget this whole thing and get a life and education first

You are way too young to move to Germany and he cannot come to the USA alone either.

He needs to be 18 to apply for a greencard by himself.

He can get a passport, but his legal guardians have to apply for it on his behalf. For a short visit he might be able to come to the USA, but only if your parents invite him and pay for everthing.

For long-term stay before he gets 18 somebody in the USA needs to adopt him.

When he is 18 and old enough to apply for a greencard he needs to have a decent education (college graduate) to have a chance of getting one without being married to you.

Same for you if you want to move to Germany - you need to be 18 to apply for a residency permit on your own. (Germany doesn't have green cards, only residency permits with varying privileges.) Your best chance of a residency permit would be if you start studying at a German university after you graduate from highschool - but that takes a lot of money.

The only possible scenario of where you might be able to move to Germany right now without your parents would be if (heaven forbid) you become pregnant from your bf and then you both decide to live together in a foster home for teenage parents in Germany.

Before you take such drastic measures talk to your parents about a vacation to Germany. Without a guardian (your parents, a friend, relative or youth exchange agency) you are too young to go on your own. Look into youth exchanges if you want to go without your parents and do not know any adults who could take care of you in Germany.
