Nobody in Germany cares whether you have a USA green-card or not. For getting a visa only your citizenship (passport) matters. All necessary information you will get from the official web site of the German Foreign Office:
http://www.auswaertiges-amt.de/diplo/en/WillkommeninD/EinreiseUndAufenthalt/Visabestimmungen.html
There you will find out, if your country (which issued your passport) is on the list of countries not requiring to apply for a visa in advance.

The US greencard only matters to the US. Whether you need a visa or not depends on your country of origin or citizenship. Germany doesn't care about your US Greencard, only your passport matters to them (but you'll need your greencard to re-enter the US).

Contact the German consulate or embassy nearest you to find out if you need a visa.

from what I remember, there is an agreement between the States and Germany where you don't need a visa anymore.

Depends on your country of citizenship..probably yes. Check with the Germany embassy or consulate for more info.

As already said. It depends where you're from.
Having a US green card doesn't give you US
citizenship. Thus it's not relevant for traveling
outside the US. Check with your local embassy.
