Okay, even though I think that there are a lot of people that are good in neurosurgery. There is a clinic that I have heard only good of in terms of neurosurgery , its in Halle in Germany.
Its the Universitätsklinikum Halle (Saale).

They are specialized in Neurosurgery on tumors located near the brainstem, base of the skull and cerebellum.
