There are exchange programs for students on a rather large scale if you want to stay for a year you will need to apply for a student visa.

The part becoming a citizen is rather hard there are several ways the most simple one is to marry a German otherwise you need to wait 8 years during that time you need to be able to live here and find work and never depend on social security programs.

Well first it seems you have already done some research on this so have you picked the company that you will do your High school exchange with and which family you will stay with and where yet?

If you have the language covered and reasons to go and know you need your passport than all you have to do if you want to stay is apply first for a student visa and apply to a University but you must pass their language exam to prove you understand enough to learn, but assuming you can then you apply to schools and await responses as you do here. If accepted then you have to find a place to stay unless the family you have done the exchange with has a spare room to rent you or can assist you on getting a place for Many Universities do not have dormatories. SOME do, but not all.

Once you are done with school, you would then apply for a work Visa if you are going to work in Germany. Ask the US Embassy and German Embassy what you would need to fill out and they could give you what you need.

Wulf and Casquo pretty much answered everything for you. Just let me add this in order to apply for youre german citizenship, you hast have lived and worked in Germany for at least 7 years and be able to pass the citizenship test just like in the US. Or marry a german citizen.

Okay well i lived in Germany for several years. In germany there is three types of highschool. Gymnasium, Realschule and Hauptschulle. Gymnasium is more university wise, while Hauptschule is more workplace like, and realschule is college guided. When i lived there, we were graded in grade 4, which determined what school we would go to. I dont know how they would do that, if you just went ther now, they would probably just look at your grades.
Also, Germany is more advanced knowledge wise. What i mean is that what you learned in Grade 4 in the States, or Canada or whereever, Was learned in Germany liek In Grade 2. SO you will probably find it hard. But if you study and are in good control of the language, im sure you'll do great
