Don't know if they still exist, but there used to be a tattoo and piercing shop on Oranienstraße in Berlin-Kreuzberg, the name is something like "blood and roses" (in honor of the metal band "guns'n'roses") if I remember that correctly. Provided they're still there, that's what many people recommended. Can't tell from own experience, however, and it's a couple years since I lived in Berlin.
