Specifically romantic at sunset? Try the Monopteros in the Englischer garden. If you get a sunset (if the rain abates) go to the Englischer garten and to the dome on the small hill. You'll get a spectacular view of the city skyline. Many local couples go there too. Any other time it's just a dome on the hill.

If you manage to pull yourself away from the romantic moment, bring a camera and get a pic of the skyline & sunset.

Read up on how to get to the Monopteros, the park is huge.

Neuschwanstein is a beautiful place a little bit outside of Munich. The castle was the basis for Walt Disney's Magic Kingdom.

A BierGarten is O.k. But I prefer to see the little lake in the English Garden.
Or near the Isar are located many KIOSKS.

A "Biergarten" can be very romantic, in a nice surrounding a warm summer evening. But this town has so many nice Places.
Just stroll around the "Stachus" Area and you find many cozy places,

Ohhhh I LOVE Munich! But I have not been there in a long time, so I can't answer your question. But it would be very easy to find somewhere that is romantic. Just find a nice park with a pretty garden and go for a stroll. Simplicity is romantic!
