Depends on where you are. There is one spot in the alps where a lake and winds regularly help the temps to drop below -30°C in winter. Nobody lives there, though. But it is a spot in Germany! The same goes for high mountains such as the "Zugspitze".
In some winters it gets really cold, and the cold peaks on some days. I can remember days when it was -22°C in the morning (~7 o'clock) on the thermometer on our dining room window, and we had to go to school. Bah!
And back than I lived in a city pretty much in the middle of Germany, not high in the mountains or anywhere.

In the plains it's usually hardly ever colder than -20C.
But that's unlikely to happen anymore. The winters
got warmer. The record is as far as I know at -46C.
But that's nothing you'll likely encounter in the plains.
