The neo-Nazis will pick on Gays and any foreigners. The unit is called the Verfassungschutz (Office for the Protection of the Constitution) and are sort of an internal intelligence agency. The German Federal Government and each of the states have their own Verfassungschutz offices. If you look at the webpage www.speigel.de they have translated articles on the neo-Nazi problem.

That "special department" is called the "Bundesverfassungsschutz". They don't pick on gays and turks, but on potential terrorists, using means that aren't covered by the German constitution, which means they partly act illegally.

But it would be too much here to explain the German legal system; and I'd be the wrong person to do it, as, although I'm native German and live here, I only have partial understanding of it.

There's only one thing I guarantee: If you get arrested in Germany and someone shows you a badge from the Verfassungsschutz, there are two sentences you should know:
"Ich mÃ¶chte keine Aussage machen." [Eex moxte kainee Oussage maxen] (I won't say anything.)
"Ich mÃ¶chte meinen Anwalt anrufen." [Eex moxte mainayn Unwolt unroofayn] (I want to call a lawyer.)
"Bitte schlagen Sie mich nicht." [Bittay schlugain zee mix nicht.] (Please don't hurt/beat me.)

Germany has the Bundeskriminalamt, which is the German equivalent of the FBI. I guess if anyone keeps an eye on Neonazi activities it must be them. And yes, the neonazis do harrass foreigners, mostly those of dark skin color. There was also an incident where they attacked some sort of gay demonstration or event, where the singer of Right Said Fred was punched in the face.

To be true- I donÂ´t know if we have beside the normal police someone who watch Neo-Naziy. That because we have only a few one (they made it bigger in the news, but if you ever had been seeing a Neo-Nazi-Damonstration in real, you know, that this are only 10-30 Persons. And later on the news it looks like their had been hundereds of them)
And the only people who pick on gays and turks- if we have some idiot who are doing this, are some bullies, like every country has. But the same one also would like to pick on women, kids, or so- because they have nothing better to do and are only looking for a victim. Its the same like in the USA. Germany is not very diffrent from the rest of the world :D
