The Bundestag is the legislative authority. Most of the laws they agree upon can be passed by a simple majority. Some require a two-third majority, and some will have to be approved by the Bundesrat, which is an assembly of representatives of the 16 federal states of Germany. Laws having to pass the Bundesrat are such laws that might infringe on a state's sovereignty of local legislation. But as we have the principle of "Bundesrecht bricht Landesrecht" (federal law breaks state law; it's just the other way round than in the US), some two thirds of all laws pass the Bundestag without needing acceptance by the Bundesrat, and only about a third needs Bundesrat approval.
As a rough (VERY rough!) comparison, you can see the Bundestag as the house of commons in Britain, and the Bundesrat as the house of lords. -- It doesn't compare to anything American I know. I know there are two chambers of congress, but their tasks are different, and they're elected in a different way.
