I'm stationed in germany and USAA is probably the way to go. The rates are affordable, and when you go to vehicle registration, you don't need any proof, they can pull up USAA on the internet. Makes it pretty easy because you don't have to wait for cards to come through the mail.

I have been with USAA for some time. They are the least expensive I have found even with 3 tickets. You aren't going to get any better service either. Banking, insurance, investments....they are the best! Had eTrade for stocks...USAA outdid them by a long shot. Same with Progressive insurance for my car....beat them by almost 300.00
