Munich is very sunny at that time of year.
Yes it is very festive...
You have to go - but do so before 22nd September when Oktoberfest begins
The second link - tells you the month by month festivities taking place there.
Thenthird link will let you know all the place you should see.

There are some more ideas for you here....

It is great. It is cool out, the tourists have gone home and you have this beautiful city all to yourself.

Hey, I´m from Germany and I know Munich very good.
I think Munich is one of the most beautiful cities here in Germany. There are many different cultures you can visit ancient buildings and meet people from allover the world. If you like green zones, you can go to the Englisch Garden.
Besides there is an exciting night life, if you like this.

A small town with lots of traditional buildings, nice restaurants. It is a romantic and a very visited city. So even if there is no octoberfest, you will find tourists, but also just nice and calm germans enjoying autumn. Summer is over in September so it might be raining as well. Very cultural city, parties like in any other city are going on at night in several places and discos.

Munich is always nice. Oktoberfest is so crowded, many people living in Munich complaining about that all the time.

After scotchtoberfest Munich converts to its annual festival of the dark.
During this time evil spirits from the five corners of the underworld converge to offer up the souls of the recently departed to Azrael, queen of the damned.

The restaurants are nice and they do a schnitzel that'll really make you think.

It is a mixture there is still the art and culture, but at the same time you get some low life coming. The German Police are very good at keep the idots under control.
