In many Bavarian cities you will find the city festival. These festivals were 'public' in that they were orginally not only for royalty. These public festivals encapsulate what tourists imagine as a German 'Volksfest' The Oktoberfest is one, but other notable festivals are

# Oktoberfest, München (The largest Volksfest in the world )
# Größte Kirmes am Rhein, Düsseldorf
# Cranger Kirmes, Wanne-Eickel
# Cannstatter Volksfest, Stuttgart (Second largest volksfest inthe world)
# Freimarkt, Bremen
# Schützenfest Hannover
# Hamburger Dom
# Kramermarkt, Oldenburg
# Annakirmes, Düren
# Annaberger Kät, Annaberg-Buchholz
# Baumblütenfest, Werder/Havel
# Dürkheimer Wurstmarkt, Largest Wine festival of the world.

There are so many!
Schuhplatteln would be an example - which is a form of dance to traditional bavarian music (also widely referred as "Humpa Music" by non-germans.. lol). It´s actually not very easy. The male dancers sort of slap their legs and jump at the same time, hard to describe.
But even the bavarians are not so sure, there is a local radio station in Bavaria that is looking for a something that has an E in it, has a long tradition and is known and liked by tourists as well :-)
