The nearest German cities would be Emmerich (pop. ~30,000) (Elten is a part of it) and Kleve (pop. ~50,000) which both are on the Rhine right at the border a little over 100 km away from Amsterdam.
The nearest big city is Münster (pop. ~270,000) which is 190 km to the west of Amsterdam.
The Rhein-Ruhr area with big cities like Cologne, Düsseldorf, Essen, Dortmund, Duisburg,... is over 200 km away
