Service is included in the price. Usually people round up. 18EUR becomes 20EUR. Nobody goes by a fixed percentage. While I think 10 cents is rude lots of people don't even give that.

Always round up a little, give them the cash and tell them the total: e.g. if the bills is 13.45, give 20 and say "fiftenn"
If you want them to keep the change, say "Stimmt so!" e.g. if the bill is 18,50, give them a 20 and say that. Never leave the tip on the table.

If the service was pretty good, at least 10% of the bill is absolutelly okay. I´ve never heard it was already included.
But I think u should follow the advice, 2 round it up or just let him/her keep the money & say "Stimmt so!".
