either your question is already answered well but if you mean the rush-hour in restaurants, where you get everything for the half price the answer is: there is nothing like that in Germany

Jeez! You've never been here I guess. They call it "happy hour" (yes, English, no German word for that) and it's usually between 20-21 hours central European time on Thursdays. And watch out for "ladie's nights" where every "lady" gets a drink for free.
