It depends on your nationality.
If you are from the US, you don't need a visa to enter Germany as tourist. Just show your passport at the border control and you can stay a limited time inside Germany (as far as I know, up to 3 months every 6 months).
If you are an citizen of the European Union, you don't need a visa, too.
