A visa will be a Schengen area one and there's cooperation on policing issues, so depending on what the warrant is for you might find yourself subjected to a european arrest warrant and be deported to Norway.

Basically if you're a naughty boy you'll have to stay out of Europe

Norwegian police is so incompetent, they probably have lost this warrant years ago. Relax. They are on "sick leave", or something.
