It doesen´t matter there u go in Germany bacause you can drink in every City. But I would recommend you München (Munich), Köln (Cologne) or Berlin.
Because "München" and "Köln" are famous for their beer. In München is also the Oktoberfest, maybe you heard of it. I don´t know when u are going. The Oktoberfest is at the end of September. Don´t ask me why they call it Oktoberfest.
But how I already said, you can go to all cities. They are often festivals on the streets. It´s called Volksfest or Kerve. And believe me Germans are good in drinking and partying.

Bamberg. It is a really small city but it has the most breweries in Germany and they have beer-testing tours, you pay one price and you can go to all the breweries and drink
