I am not sure if it is the best but I heard from my friend that lives in Barthe, near the Baltic their is a tatt parlor there but I would imagine there are several all over Germany, just check the German net and ask around to people who have tatts there.

Well, almost nothing is free, and they aren't going to give everything to the Jews for free. I would say any tattoo parlor in a respectable part of town would be a good one, just don't ask them if they will give it to you for free!
