1 hour drive to the slopes to ski (excluding the - sometimes heavy - traffic), but a nice spring-feeling in the city. (and not too touristic at that time of year)

Sorry to go out of country, but your best bet is to take a short drive south to Austria for a ski/winter sport vacation. Sure there are some places in Germany to enjoy this, but the Austrians just "do it better". The prices are ok and depending on your life-status (kids, single, married) there are lots of choices for the right areas.
Most winter areas in the austrian Alps are about 1-3 hours south of Munich. But one word of warning: check out when the germans are in their "Ferien" (Vacation), as the ski areas are full at this time (i.e. Easter).
