Snow Globe
It is a plane tree, genus platanus. In North America, they are called sycamores. In Europe, it is customary to poll, or cut off, the branches so that many new shoots spring out of the cut edge. It makes an ornamental look along streets.

I have seen elm trees trimmed in this manner. You'd need to have a piece of the bark, a limb, or a leaf, to make a good call on this one.
