Oktoberfest is the beer drinking festival held in Munich, Germany. Celebrated in October, after the harvest is already gathered, Oktoberfest gives people a lot of fun and beer!
The first "Oktoberfest" took place on October 12, 1810: For the commemoration of their marriage, Crown Prince Ludwig (later King Ludwig I) and Princess Therese of Saxe-Hildburghausen (namesake of the Theresienwiese festival grounds) organized a great horse race (the marriage took place on October 12, the horse race on October 17, therefore there are different dates named as being the first Oktoberfest).

Red Neck girl is right. However, Oktoberfest as I recall it, is celebrated in September (at least in the 1980's) because it is so rainy in Munich by October.

It is something you have to see, regardless if you're a beer drinker or not.

To figure out the exact dates of the octoberfest, take the first sunday of october, count back 2 weeks and 1 day, and that's when it starts.
So basically it always lasts for 16 days and ends on the first sunday on October. They came up with that so that if the first Sunday in October falls on the 1st or 2nd, then the festival will go on until October 3rd (German Unity Day). Thus, the festival is now 17 days.
As for the historical part of it...people have already answered that.
