No seriously there are less problems with integration in the southern states of Germany than anywhere else.
And in all of Germany there are less problems than in UK or USA.

You are listening to screw balls. Southern Germany is fantastic. I lived just outside of Stuttgart for over three years and loved the area and neighboring cities.

Er... Don't know? Never heard that one!
No, honestly, I see no reason why they should avoid the south. There are many foreign people coming to the south, living there, visiting... The Octoberfest takes place in Munich every year, for instance, and that's in the south, and it is p-a-c-k-ed with tourists from all over the world, and nothing happens to them (ok, except for the hangover, but they bring those on themselves!).
In fact, the south of Germany has many "foreigners" living there (think of the US-Army bases, which are all in the south of Germany), and there are loads of Turkish people, Greek people, Croatian people, Macedoinans, Brasilians, Italians, Asians... Considering the sensitivity of German media of anit-foreigner aggressions, and considering what you heard, there would have to be a report of something in the media at least twice a day. I haven't heard a report of aggression against foreigners in weeks!
So, back to your question: I have no idea why foreigners should avoid the south of Germany!

If you're not white, you should definitively avoid the east, but the south ist okay. Only Problem you may have is that you won't understand them, their accent is hard to understand. North- and South-Germans don't even understand each others dialects, so they have to speak high german ^^
Just ask a Northie and a Southie for the meaning of "Fotze" xD (North: vagina; South: a slap on the ear)

The accent is thicker and harder to understand. It's also difficult to get your point across as some of the people in lower Germany aren't from Germany.
