No, because it would be way too expensive. There will be a building at the same spot, but it will be built just like any other modern building, though the facade (though I'm not sure all the outside walls) will be recreated.

Stuff happens in war. No, the palace won't be completely restored...it'd be a very expensive project and the Berliners I lived amongst for two years don't think it's a necessary expenditure. But maybe they feel differently outside Steglitz...
