Those people who just can't afford to stay in a 5 star hotels. There are lots of factors which should be kept in mind before deciding to stay in any Indian hotel. The choice of a right hotel can make your trip stress free and enjoyable.

Firstly you should avoid booking a hotel situated in isolated area, away from city. It should be near to a shopping area. Should avoid a hotel if there are too many clubs or night joints in the area.

Next is just inspect the room carefully especially the toilet and bathroom (you know what i mean)

Another important thing - Check the availability of restaurants within hotel, or close by. Check if room service is available at the same cost as in the restaurants.

Shimla is much more safer place than anywhere else becuase the population is quite low there and this season the tourists are also less. Also the hotels should be safe if you go to a known and good hotel. You should be safe while roaming around on THE MALL ROAD thats about it.
Also make sure you take a hotel around MALL ROAD ONLY. A good one like Holiday INN etc should be the best choice.
