It all depends on where you and your girlfriend live and how much you are willing to spend.
In South Delhi almost all the parks are great for privacy but it depends on your luck if there are any miscreants around that time.
You can go to a 5 star hotel and spend time in the coffee shops or you may just wanna go to the movie hall and watch a movie which is a flop (so you won't have much of a crowd).
Depends on a lot of factors - what your GF feels, what is your outlook on privacy , whatz the intention ;-).

I think Delhi has no special places for lovers, unless you would go in for physical intimacy, which I would not recommend. The safest way is that you can stay at her house while she cooks for you and her family, or in your place, where you could cook for her and your family. I know there is no privacy in that, but if your family members are sensitive enough, they will give you sometime with each other, even for a few hours, so you could really talk.
