As of the status on today tatkal ticket can be CANCELLED, but
You can cancell the ticket and will get refund of 25% of the basic Fare (after deducting the tathkal charges from the total fare charged) if you cancell the same before one day of the travel.
The tatkal scheme changes faster than our fastest indian trains, so u never no when wht is the rule.

I suppose you are asking regarding the Tathkal Indian Railway Ticket. Previously the Tathkal Tickets could not be cancelled.
