No normal civilian helicopter services are available between these two cities. You will have to arrange one from helicopter operating companies. Charges could be quite high. Procedural tangles, if any, can be taken care of by the company concerned.

I do not think there are any helicopters operating in that route for civillian operations. If you are ready to pay big bucks, I guess you can do that. You need to take clearances from Civil Aviation Ministry as well as Indian Air Force
