Yes Gayathri,

Even new born baby should have a ticket for flight (both domestic and international).

The rate will be nominal usually and apart from that she/he will be charged with the full tax.

Baby should have a passport and Visa for the international flights and a birth certificate for the domestic flights.

The best option is to check with the airline authorities about the specific case!

Before you proceed to buy any air ticket, remember to get the new born a passport. Otherwise, baby can't even leave the airport.

Yes, you have to pay for a new born. Even though it will not be intitled to a seat. The charge is pretty nominal, you'll be required to pay a small % of the Air Fare.
You can ask for a bassenet to put the baby in.
