I just moved to India to live in Pune last summer. After arranging and setting up our flat this was one of my first questions too.
I discovered that the answer depends greatly upon where you live in Pune and even which society you live in. So what I did was visit my neighbors and ask them what internet services they had and suggested, I also suggest asking your Society Owners Association.
Once you have a list of what is available to you i suggest:
Tata Indicom first
BSNL second
One things to consider with BSNL is the customer service that they very unwillingly provide due to the fact that its a government internet provider. I have a friend that has BSNL and has had a very very difficult time getting any one to do anything when his internet connection is not working.
Tata Indicom is privatized and have experienced very good helpful customer service which have come to my flat on a few occasions.
