Not quite like pigeons. Whereas it's common to see pigeons perched on the roofs of old, historical buildings, sighting a cow up there is extremely rare.
There was a time when cows were allowed atop every building, but a resolution was passed that restricts cows to roads and walkways only.
Also, trees are exclusively pigeons' territory and no self respecting Indian cow would be caught dead on the branch of the most marvellous tree. Hope that helps.

Yes, Cows are every where,
Theres no road in india in any city especially Bangalore where you wont find cows,
They are a menace while driving, cause they sit right in the middle of the road and they care two hoots to your hooting and honking, The owners dont give a damn cause after they are milked, they roam free munching from garbage.
The Govt has tried and given up cause the cow is a sacred animal,
