If yop are coming from outside India, answer would be YES.
But, if you are an Indian Citizen based in India, no need to carry passport to travel anywhere in India.
Also, wanted to share with you one thing, if you are traveling another state, you should always have your Pan Card or Passport with you, so that it can produced as an identity proof in case of any emergency (Specially helps when Police man tries to hold u)

You will need a passport to go there and to leave again and you will need ID when you are there so the answer is yes.

If you are staying abroad, you will require passport and visa for entry to India. Thereafter, you can travel anywhere in India. However, if you are in India only, you can travel anywhere you like (by air or rail or bus)
