depends which holidays.

but if you mean xmas/new years, it is very cold in himachal that time of year, and very beautiful in kerala.
in the summer, it is beautiful in himachal, and too hot in kerala.

on the other hand, i prefer to be where ever the tourists aren't. i don't care about the weather. so i actually prefer himachal in december and kerala in august.

Kerala would be my last choice b coz the food is simply horrible. They use coconut oil for cooking which is difficult to gulp down. Go to Himachal pradesh.
