Legally you cannot. You can get a new bike only from a dealer who has a valid trade certificate and that dealer cannot deliver the vehicle to you without registration.

As per the Motor Vehicles Act, no vehicle can be driven on road, without registration. In the case of new vehicles, once the vehicle is delivered by the authorised dealer, by default its registered with the RTO.
There is a temporary registration number given by the RTO for new vehicles usually. Thats meant for transit purpose only.

You can ride all through the state that you have purchased the bike in without any problem for your life time. But make sure with RTO about the kilometer restrictions
