Take a cycle rickshaw from New Delhi station to Shivaji Stadium bus terminus about 1.5 km away. From there take bus No 620 to Chanakyapuri.
Buses to Paschim Vihar also go from there.
From New Delhi Metro staion you can take a Metro train to Azadpur or Rohini and from there a bus to Paschim Vihar.

The best method is to take a pre-paid auto from railwaystation booth.Keep the receipt safely and hand it over to the driver only when he takes you to the destination address.You will be safe and arrive at your destination without any botheration.Pl note that the driver will be reimbursed only when he hands over the receipt issued to you.So this is your trump card.
