Mumbai is one of Indias most expensive cities, Try the Colaba district it has plenty of budget acomodation. Avoid the Salvation army red shield hostel I have heard of bed bugs Ugh! Hotel Lawrence 33 Sri Sai Baba Marg is reasonable value budget hotel plain rooms but dirty corridors and shared bathrooms
