Yes you can give him surprise.But you can't know his address with his mobile no.Because if you call customer care that for asking his address(you have his mobile no) they will not give you.So no chance to collect his address with his mobile no.
But i have a naughty idea.You can try it.
You can call him from outside(pco) then talk with him as an unknown person,and ask him his address.If he wont give you then tell him that you your company launch a special gift for few person and you are selected,so you want to deliver the gift.thats why you need his address.

i dont really understand your question...it seems like u wanne tell ur friend that u are leaving...u have his number but not his adress, u are wondering if u should inform him before u are leaving? Well...i dont really know what ur relationship status with the other person is...but if I was leaving...I would tell the person....he is ur friend after all...its kinda sad to just dissapear..
