It depends on what you wish to sacrifice and at what cost. Best education at the cost of cheap living.....specialised education span is 3 to 6 years but for cheap living of this period can you sacrifice education based career for whole of your balance life?

By the way, in India wherever best education in any discipline is available, the cost of living variety is also there. It is upto you to control your avoidable expenses - in short financial discipline. But understand that the best of education would realise your marginal increase in cost of living at what pace and for rest of your life.

If you can exercise financial discipline on yourself, even in the big metros, you can be able to afford becos of the variety of locations they offer to stay and move. you may just have to put a little extra hard work - may be for commuting, but the best of education can place you in a very commanding position.

Rest almost all the places are student friendly if you have the capabilty to differntiate between the right and wrong!! At the most you can skip religious fundamental institutions to be extra safe.

few of them r;-

Delhi
Bangalore
"PUNE"

among them i will recommend(according to Ur needs) pune

as u say u want a cheap living and good education and all other funny stuff i mean recreation ,masti,hang out,etc

others r also good cities but the problem with them they do not provide cheap living
other thing are at par to pune
and moreover Delhi is capital so one gets more exposure
and Bangalore is called the tech city
and pune lags a bit in these matters

the other thing i will like to tell u is(as I'm also student and right now i have seen 2 cities among these)
Delhi and Bangalore and heard a lot about pune its also nice

anyways on personal level i will like to go with Bangalore
as it has the best weather conditions also
it would be possible for u also if u could ignore the living part

Nagpur is one of this kind as it is not as HI-Fi as Mumbai or Pune but at the same time have a lot of educational institutes. Rent is cheap and cost of living though not very cheap but is ok.

Indore, it is the city of schools in India, it has the best of educational institutes across the country including an IIM, which was started in 1998, also there are many other reputed institutes there.
Pune and Nagpur are also good places for students, but i don't know much about them.

Pune....Full of foreign students, some of the best colleges and not very expensive...

Mumbai, Delhi and Bangalore -
..a little on the expensive side,as these are major cities...but good place, in general, for foreigners to live in..

Bangalore is the student friendly in India it have many facility for students, The college there have good faculty.

i think banglore would be a very good option the litracy rate is very good there...
