Its not possible to apply.The document u needed to submit.

(a) Electors Photo Identity Card (EPIC);

(b) Service Identity Card issued by State/Central Government, Public Sector Undertakings, local bodies or Public Limited Companies;

(c) SC/ST/ OBC Certificates;

(d) Freedom Fighter Identity Cards;

(e) Arms Licenses;

(f) Property Documents such as Pattas, Registered Deeds etc.;

(g) Rations Cards;

(h) Pension Documents such as ex-servicemenâ€™s Pension Book/Pension Payment order, ex-servicemenâ€™s Widow/Dependent Certificates, Old Age Pension Order, Widow Pension Order;

(i) Railway Identity Cards;

(j) Income Tax Identity (PAN) Cards;

(k) Bank/ Kisan/Post Office Passbooks;

(l) Student Identity Cards issued by Recognized Educational Institutions;

(m) Driving Licenses; and

(n) Birth Certificates issued under the RBD Act.

(All above documents to be produced in original along with self-attested copies)

residence proof is a must to have a passport.
as u have no residence proof at ur present stay then apply online from here under tatkal scheme with ur permanant address ad at the time of verification go there.
then only u can easily get ur passport

I got my passport 3 months back before I relocated to Bangalore.
As far as my concerned, in Hyderabad we can't apply for Tatkal passport until and unless there is a matter of urgency like medical treatment, Office related work etc...

To apply for passport you should have local address proof.
You might be in two situations as I understand.
1. You are residing at the current address less than 1 year
2. or even it is more than 1 year, you don't have proof for that.

We can apply for the passport for both the cases,
If you are working in any company and you have salary account which you are maintaining more than 1 year. You are almost done.

I have some solution and Tricks which can't be discussed in public.

What do you mean by for 1 year?
You don't need to provode residence proofs for all the years of your stay. All that you need to submit is proof for your current stay, but need to fill in all the address of last two years of your stay.

Address proof is mandatory for getting passport and you should first get one of the documents acceptable as address proof by the passport office. Check their website for documents acceptable as residence proof: http://passport.gov.in/

I am reproducing the following from their wbsite:

Proof of address (attach one of the following):

Applicantâ€™s ration card, certificate from Employer of reputed companies on letter head, water /telephone /electricity bill/statement of running bank account/Income Tax Assessment Order /Election Commission ID card, Gas connection Bill, Spouseâ€™s passport copy, parentâ€™s passport copy in case of minors. (NOTE: If any applicant submits only ration card as proof of address, it should be accompanied by one more proof of address out of the above categories).

if u have any relatives ( trusted ppl ) in hyd..then u can give their residence proof.
