If someone has to choose to live then possibly all cities have their pros & cons. But if we consider to travel then possibly Delhi is the best base in India. One can actually go to som many in & around places. Rajasthan, Himachal, Uttaranchal & many more...all at arms distance.

Most Family friendly city is Ahmedabad. Safe for families. Fewer crimes than any other metro area, and growing by 10% or more. 3rd highest growth rate in India and lowest crime rate, and not as expensive as Mumbai, Delhi, Banglore.

I've been to Mumbai, I didnt like it there. Crowded and polluted (but the textiles and rags are nice and cheap!). Been to Goa - the beaches there are nice. Been also to Cochin - I didnt like it there either - poverty is all over it is so sad.
