Yes it is. You can have things stolen if you leave them lying around, but that's the same in any tourist spot. There's very little physical violence, and people are friendly. Things can get stolen VERY FAST however on the beach. Do not bring cameras, do not leave things by your towel while you sleep on the sand or go swimming.
Also, some drug addicts (mostly foreign hippies) will sometimes try to break into rooms at night. This happened to me. They didn't get anything from me, but they stole gold from the woman who owned the house where I was staying.
But Goa is NOT like Jamaica where violence is a real problem. Very very very far from it.

I felt safe in Goa. Hampi was great as well. In fact everywhere in India we went was fairly easy because english is spoken and generally people were so friendly and helpful.

I have been twice and have never felt 100% safe and comfortable if I went anywhere alone (even walking outside my hotel). You need to keep your wits about you. Fine in a couple unless you both got seriously drunk at same time then not safe.
