Is it safe to pay with credit cards in small stores in Mumbai?

Yes, it is completely safe. All the credit and debit card billing machines have a secure encryption system that ensures the smooth and safe transfer of data. Moreover, the transaction is only considered completed after you sign on the bill printed out by the machine. The bill contains the name of the bank from where the machine was provided to the store, date and time of transaction, account ID numbers of the store and your own, credit card number along with expiry date, authorisation code given by the bank, and amount of the transaction. You will also receive a carbon copy of the bill as documentary proof of the transaction (Make sure that you ask the store for the carbon copy of the bill, after you have signed on it) This bill is recognized by all banks (and even the RBI) as the legal and verified copy of the transaction.
Always keep this copy of the bill with you untill you receive your monthly bill statement from your bank for verification and payment.
There have been some instances wherein the store owners sometimes swipe the cards on the machine twice, which results in the same amount being billed twice.
In such cases or any other complaints, you can always lodge a complaint with your bank and provide this bill as proof of the transaction and transacted amount for which the concerned bank is duty bound to act upon or otherwise legal action can be taken against them by the RBI as well as the economic offenses wing of the city police for committing fraud against the consumer.

Normally it is safe to use credit cards if you take certain precautions. Ensure, the shop keeper swipes the card in your presence and does not take it to a corner( to note the card number). Note your CV number (3 digit number on the back of the card and does not show it to any one. Erase it.)

A lot of smaller stores may not even take credit cards still so if you can use cash that'll be a better way to pay. If you have to use CCD's then ensure you get a receipt & don't accept 'oh, the till rolls run out' as you may find you've paid quite a bit more for the item by the time you get back home!

Guess they even won't accept it! Be careful anywhere with your credit cards since too much cheating is going on these days even in "upper" class stores.

It is safe. Just be careful. My cousin used his card at a Pizza Hut in India and the waiter wrote his information down and charged a lot of things on in, but he was able to get the charges reversed.
When I went last year I used my card everywhere, and I had no problems whatsoever.

Normally the modus oparandi adopted by smaller stores is that they swipe at least twice and give you one bill to sign,
after you leave, they forge your signature on the other bill.
This practice is rampant in places like even Big Bazaar, and some smaller shops,
