no it not, it used failry conventional design and building techniques for those times. what was unique was the use of marble imported form other locations of india and the large labor pool. one could argue that the buddha stupa (you see these on the national symbol with 4 lion heads) is made from sponge iron and a process that did not exist then: it does not rust!

Taj Majal should be considered more of an artistic marvel then engineering marvel. Marble used and art done on those marbles is definitely world class.
The two engineering marvel would be the "symmetry" of the building and the dome. Building dome of that size was very trivial at that time. Symmetry of the building may be considered as marvel in engineering process.
