South Indians in general are polite, Loving and caring comparred to others.

Among South Tamil Nadu, Keral, Karnataka & Andhra forms the rating.

Apart from South Goa, is good followed by HP, Bengalis, Gujarathis, Rajasthan and thereafter others.

Over all All Indians are Great and polite when come to outsiders.*

Well! One can find good & not-so-good people everywhere. To answer ur question, since my dad was in the Army, I had the good fortune to see many states, with the exception of a few in far East, and Kerala and AP in the South.
Karnataka definitely had the most educated & courteous crowd, but so were the people in Sikkim.
But the real humble people were in my home state - (though I didn't live there for too long) - Uttranchal. If u go to the mountains in Nainital, Almora, Mussourie, the people in the bush are so humble and welcoming, it's beyond words.
Next was the small town & villages in Kashmir valley (not Srinagar & Jammu), but areas like Poonch, Naria, etc.. Wonderful people despite the lack of advantages the rest of the country has.

Every person is different. You can find many rude people in Himachal Pradesh, if you try to find some. Behavior does not depend on location.

It cannot be selected by a state.
In my opinion anyone who is out of this world ( living in real remote parts of this world e. g. tribes) are really humble & polite. Still their only aim is food. They have been exploited so many times that they really take time to open up. Sometimes you might see them on rampage on streets b'cos they don't have mgnt.skills nor the tongue twisting ability like our leaders.They are not liers. they need a answer in yes / no. Few have become rebels. You can find such people in a state like Bihar also. I think education makes people cunning & mischievous.

I have been to all states except far east. But have friends or
people that I know come from all the states. I am very much
inclined to say Karnataka, specially from down southern part.
People are humble and are honest even when talking to strangers. That is the Mysore-Bangalore I know. I hope it is still
the same. Next to it, I would say people from Kashmir and
Himachal Pradesh.

I do not think that you can singleout any particular state as far as politeness, attitude and behaviour of people is concerned as you will find good and bad people in each State.

People of india are generally polite. it also depends upon your beahviour with them. we can't measure politenness with the location or region. if you go to inidan villages, people are more polite and ready to help anybody.

In the world there are bad and nice and polite and rude people. Plus you never know any country is rude or polite . Just by looking at 10 or more people.

no state has like all polite people ........but ive visited south .....there the people are quite polite .....atleastthe ones i met .....and i believe bengalis are quite polite too!!!

I am from Karnataka and surely not karnataka.

I don't have more idea bcoz I have not seen many states.I ahve seen AP,Tamil nadu,Delhi,MP,RJ,WB,Pnjb,Haryana,etc but I never see polite people.I think I can agree with HP people as of cool atmosphere.So,there mind is cool.

South Indians are more polite. compared to the north.

There is something that the tamilians have in them. We can find people of all the states in Tamilnadu, and atleast one tamilian in all other state, living comfortabily.

Unlike other states, in Tamilnadu other state people can live peacefully.

Even if the locals are not polite enough, it is a very good place for hospitality.

Tamil Nadu without a doubt. At least to outsiders, they are extremely polite.
Kerala people are also courteous - to outsiders.
To be fair, I have observed that villagers or people from rural areas throughout India are always polite and courteous. It is usually the city slickers that are uncouth and badly behaved.
